Compliance status:
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.

The content listed below is non-accessible and exempt for the following reasons:

Non-accessible content:

  • Web standards and technologies
This website has been built to comply with W3C standards for HTML and CSS - these web technologies are relied upon throughout the site. The site displays correctly in all popular web browsers and should be able to adapt fluidly when used with older browsers. This website uses JavaScript but this technology is not relied upon. The website works perfectly well without it. Where JavaScript has been used, it meets the same high levels of accessibility as the rest of the site.

  • Access Keys
Our website does not offer any access keys to avoid any interference with Screen reader technologies. Screen readers already include keyboards shortcuts and disabled users can find keyboard shortcuts an additional and unnecessary burden.

  • Images / Videos
Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content). We plan to add text alternatives for all current images and when we publish new content we’ll make sure our use of images meets accessibility standards.

Features exempt from accessibility regulations

  • pre-recorded audio and video published before 23 September 2020
  • live audio and video
  • heritage collections e.g. scanned manuscripts
  • PDFs or other documents published before 23 September 2018 (unless users need them to use a service)
  • maps
  • third party content
  • content on intranets or extranets published before 23 September 2019
  • archived websites if they’re not needed for services.

  • PDFs and other documents
Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. We are working through fixing these or replacing them with accessible HTML pages.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. However if there is a specific document that you would like to request in HTML format we will do our best to oblige where possible and practicable.

We will complete an annual accessibility audit across our website to ensure we remain complaint with the Web Content Accessibility Guidelines version 2.1 AA standard. (Excluding the non-compliances and exemptions listed in the above sections).

As part of our involvement work with our citizens we work with our local communities to ensure we provide documents in suitable alternative formats and translations. We are aware that many of our communities do not read their community language so the role of the website in spoken translations and the use of easy read materials are crucial for ensuring we fulfil our ambitions and requirements around accessibility for all of our communities.
